Up until today, for the past 2 years, Philadelphia police has been unable to hire any officers who haven’t spent 6 months living in the city prior to employment. McNesby explains how this happened, and tells what it means for recruiting in the city, telling that this reopens a huge pool of candidates, allowing recruitment to resume at both colleges and military bases.
